This stamp was issued by Belgium in 1987 inside the thematic collection of "Philatélie de la Jeunesse" (Youth Programme Philately).

The programme of "Philatelie de la Jeunesse" began in 1960 but up to 1979 it had not had its first issue dedicated to cartoons. Since 1987 it continuously depicts a cartoon image.
